The reader will note that several terms appear multiple times throughout the entire Psalm. These terms include commandments, judgment, law, precepts, statutes, testimonies, Word (Gods Word). In all, these terms appear 132 times throughout this Psalm. King David penned Psalm 119 to highlight Gods sacred character and his great love for man.</p> <p>These devotions are intended to encourage the reader to take a closer look at Gods Word during daily quiet times in the presence of our Lord. They can be read over the course of a month and then repeated in subsequent months. This is the fourth in a series of papers to examine the role of Congress in the development of the doctrinal and material strategic posture of the United States. This paper examines the role of the 77th-86th Congresses, from 1942 to 1960, an eighteen year period that begins with the development of the first atomic weapons during the Manhattan Project and runs through the administration of President Dwight Eisenhower and the development of the "New Look" nuclear strategy. The role of Congress in the development of the U.S. strategic posture is underappreciated by historians and policymakers. Histories of U.S. nuclear strategy and the weapons programs funded to implement that strategy typically focus on the executive branch, the Department of Defense, the military services, and academic theorists as the prime movers. Indeed, at least one historical treatment describes the role of Congress in the development of the U.S. strategic posture as merely a passive "rubberstamp" for the Department of Defense, not only on matters of doctrine and weapons programs, but even on "oversight responsibilities with regard to the nuclear weapons budget."</p> <p>In fact, Congress played an important, often dominant, role in the development of U.S. doctrine and nuclear forces that are the basis of the strategic posture of the United States. Moreover, the congressional record is a rich resource, not least for being unclassified, that documents the important role of Congress in strategic matters. The congressional record provides often meticulous detail on the debates and thinking of congressional, administration, military service, and academic actors on the evolution of the strategic posture. Yet this resource is underutilized by historians, which may account in part for their underestimation of the importance of the role Congress has in this area. The paper draws heavily from the congressional record, letting the actors speak for themselves as much as possible, to demonstrate the richness of this neglected resource, to encourage further research, and because it is the best way to tell the story.</p> <p>This paper presents a very brief history on the role of Congress in making the U.S. strategic posture during the seminal period 1942-1960, when atomic and nuclear weapons and their delivery systems were new and rapidly evolving technologies. It treats the highlights of this period when the foundations of the U.S. strategic posture were undergoing material and intellectual creation.</p> <p>As Congress and its role in the development of the strategic posture is the subject of this paper, the focus shall be on the Congress, and not on the President, the Department of Defense, the military services, or academic theorists. The roles of these actors are the usual subjects of histories of nuclear strategy and the strategic posture, and have already been exhaustively analyzed elsewhere. Moreover, this is not a history of specific bomber and missile programs.</p> <p>The paper treats a period now a half century in the past. Yet this period arguably is the most important and most interesting in the series. The years 1942-1960 were innovative decades that saw the invention of atomic weapons and their integration into U.S. national security strategy and policy. Every tour also includes a quick primer on identifying architectural styles seen on American streets.</p> <p>More than 2,000 years ago the Hokoham peoples created the blueprint for modern Phoenix, digging over 100 miles of irrigation canals in the Salt River Valley. The ancient ditches were long abandoned when a pioneer prospector named Jack Swilling saw the valley for the first time in 1867 and his dreams turned from mining to farming. He raised $10,000 in seed money from the mining camp at Wickenburg for the Swilling Irrigating Canal Company and got to work. The first crops were appearing in the irrigated fields within a year.</p> <p>Pumpkins did especially well and the emerging community was first referred to an Pumpkinville. Phillip Darrell Duppa, an English native and self-proclaimed Lord, was a friend of Swilling's and an early canal digger with a more classical sensibility and, noting the community's debt to the Hokoham's canal system, he offered the name "Phoenix" for the mythical bird reborn from the ashes of destruction. The name stuck and the town was incorporated in 1881. In 1889 the Territorial Legislature left Prescott for Phoenix, then a village of about 2,000. Ten acres of land were provided one mile west of the town center and the Arizona government has been there ever since.</p> <p>In 1902, President Theodore Roosevelt signed the National Reclamation Act, allowing dams to block western streams and Phoenicians, still reeling from a Salt River torrent in 1891 that swept into the town center a mile away, eagerly embraced the projects. By 1912 when Arizona became the 48th state and last of the contiguous states to be admitted to the Union the Salt River had disappeared from Phoenix and the streets were paved for the first time. The town of 11,000 inhabitants was connected to the main transcontinental railroad lines and functioning as the region's primary distribution center.</p> <p>Today almost nothing remains of Territorial Phoenix before statehood. A city of 100,000 people in 1950 that would grow to over 1.3 million before century's end couldn't spend much time looking at the past. I tried to show prophecies from long ago and their fulfillments, in order to convey the message, the God knows the end from the beginning and that he gave the prophets knowledge of events centuries before they happened. Every tour also includes a quick primer on identifying architectural styles seen on American streets.</p> <p>W.E. Willmore, an Englishman, was the first to dream in Long Beach. Only he called it Willmore City in 1880 when he took an option on 4,000 acres and carved it into farming lots of 5, 10, 20 and 40 acres and advertised the land for between $12 and $20 an acre. For $100 Willmore would pepper your property with 70 orange trees on each acre. The venture failed and Willmore was gone by 1884.</p> <p>The Long Beach Land and Water Company, a consortium of Los Angeles businessmen, picked up the property and kept Willmore's street plan while improving the water system, constructing a wharf and hotel and starting a horse-car line to the seashore. They called the resort town Long Beach and people came. Some even stayed and the population climbed to over 500 by the end of the century. When the Pacific Electric Railway line extended to Long Beach in 1902 things really took off.</p> <p>Writers reporting on Long Beach enthused that it was the "most attractive coast town in the State." A seaside amusement park with an ocean plunge and rollercoaster was a big draw while other scribes gushed that "there are beaches and beaches; but in the whole of North America there is not another like the magnificent twelve-mile beach, of almost imperceptible slope, hard and smooth as a floor, which stretches from San Pedro to Alamitos Bay."</p> <p>Long Beach was booming but also transforming. The Los Angeles Dock and Terminal Company began dredging channels and building jetties to carve out a large navigable port. In 1921 one of America's richest oil fields was uncovered on Signal Hill and Long Beach was a full-blown port city - today it is the second largest container port in the United States.</p> <p>Progress was rudely interrupted at dinnertime on March 10, 1933 when a tremor in a fault in the ocean off Newport Beach rattled the town and collapsed many poorly constructed masonry buildings and 120 people died. After picking itself up Long Beach went right on expanding into the general urban malaise of the 1970s, growing into one of America's 50 largest cities. In those 1970s the Pike, the historic oceanside walkway, was ripped up, formally closing the books on the city's days as a "beach town." New attractions to bring back visitors to the ocean included the arrival of the RMS Queen Mary and Howard Hughes' wooden airship, the Spruce Goose, that was the largest flying boat ever built. Where the Pike used to meander Formula One race cars began running in the Grand Prix of Long Beach. Started in 1975, it is now the longest running major street race in North America. The Aquarium of the Pacific arrived in the 1990s.</p> <p>The cityscape of Long Beach has been shaped by the earthquake generations ago and recent downtown renewal. There were exhibitions from 21 nations and 16 American states and admission was 50 cents for adults and a quarter for kids. The fair featured an amusement park, blimp rides and was the finish line for a much-anticipated transcontinental automobile race. During the fair's fourteen-week run more than 1.5 million visitors paid the entrance fee and another million fair-goers got in gratis.</p> <p>Before the Lewis and Clark Exhibition Portland had grown from a village of some 800 settlers when it was incorporated in 1851 to becoming the major port in the Northwest by the end of the 19th century. The town could have been named Boston but a coin flip between pioneers Asa Lovejoy and Francis Pettygrove landed on the latter's hometown. Located at the confluence of the Willamette and Columbia rivers its deep water harbor helped Portland emerge from the shadow of its more established neighbor at Oregon City. But by 1900 Seattle, kickstarted by the gold rushes in the Klondike, was emerging as the Pacific Northwest port of choice since mariners didn't have to navigate the pesky sand bar at the mouth of the Columbia River.</p> <p>The world's fair proved just the elixir the city needed. Not only was a profit realized, unusual for international expositions, but was a success as a showcase for the city as well. In the years following the Lewis and Clark Exposition the population of Portland more than doubled from 90,000 to 200,000 and the city never looked back. In 1774 the rebellious Provincial Congress moved inland to Exeter, meeting in the Exeter Town House. In January 1776, New Hampshire became the first colony to set up an independent government and the first to establish a constitution, although Rhode Island was the first to declare independence from Britain. Eventually the makeshift capitol became permanent in Concord although it was not until 1808 that Concord was named the official seat of state government.</p> <p>Concord, on the western banks of the serpentine meanderings of the Merrimack River, was settled in the 1720s and was incorporated in 1734 as Rumford. It was renamed Concord in 1765 by Governor Benning Wentworth, supposedly as a testament to the settlement of a contentious border dispute.</p> <p>In 1803, the first turnpike in New Hampshire opened, linking the inland town of Concord with the seacoast's Portsmouth, launching the town as the state's transportation and trade center. In 1807 Concord was connected to Boston by way of canal and in a few decades it would flourish as a hub for the railroad industry. Furniture making and quarrying granite from Rattlesnake Hill north of town were also drove the local economy. And the manufacture of carriages and coaches brought the town widespread notoriety.</p> <p>But for more than 200 years Concord has been a government town. Homegrown Franklin Pierce was sent to Washington as the country's fourteenth President, giving New Hampshire the honor of being by far the smallest state to ever produce a United States President. <p>There is no better way to see America than on foot. And there is no better way to appreciate what you are looking at than with a walking tour. Whether you are preparing for a road trip or just out to look at your own town in a new way, a downloadable walking tour is ready to explore when you are.</p> <p>Each walking tour describes historical and architectural landmarks and provides pictures to help out when those pesky street addresses are missing. Every tour also includes a quick primer on identifying architectural styles seen on American streets.</p> <p>The land around where the Raccoon River flows into the Des Moines River has lured human settlement to its banks for some 7,000 years. There is archeological evidence of at least three American Indian villages having existed where downtown Des Moines stands today. it was the removal of those Indians by the United States government that spurred the development of the town in the 1840s. After the Sauk and Meskwaki Indians had been displaced to this area from their ancestral lands in eastern Iowa the U.S. Army was dispatched to the confluence of the Raccoon and Des Moines rivers to construct a fort from which it could control the Indian tribes.</p> <p>The fort was completed in 1843 and named after the Des Moines River which translates from the French to "from the monks," for the Trappist monks who once spent time here. Or maybe not. Whatever the derivation of the name, Fort Des Moines was short-lived. By 1846 the Indians had officially been removed and the area was thrown open to American settlement. The town was chosen as the seat of Polk County, the word "Fort" was dropped after the city charter was drawn up in the 1850s and Des Moines assumed its role as state capital in 1858. So within about a decade of its founding the course for Des Moines was pretty well set for the next 150 years and on.</p> <p>Unlike towns that boomed with mineral wealth or the coming of the railroads, Des Moines expanded at a fairly normal rate with a little bit of this and a little bit of that to move the economy forward. There was the rivers for distribution of goods, there was the government, there was mining in ancient bituminous coal beds outside of town, there was processing of crops from the surrounding farmland, there was industry in the manufacture of fur and leather goods and clay and cement and there were professional jobs in insurance and publishing. A balance that befits its location near the center of the country.</p> <p>Similarly the streetscape of Des Moines has evolved with no earthshaking upheavals. Buildings have been lost but there have been no mass demolitions through a swath of downtown like an Omaha initiated, for instance. We will still encounter souvenirs from the 19th century as we explore the town, as well as historic skyscrapers from the early age of high-rises. The city adopted the Des Moines Plan in 1907 as part of a countrywide push to beautify American cities and re-invented the waterfront with parks, ornamental fountains, a river wall topped with a balustrade and classically flavored government buildings.
