<p>This book explores the largely neglected issue of responses to the US Strategic Defence Initiative (SDI, or the 'Star Wars' missile defence programme) across NATO.</p> <p>The chapters here explore the reactions of different Western allies to the announcement of the SDI in 1983 and especially the 1985 invitation to participate. While existing studies have explored the origins of the American programme and the role it may have played in ending the Cold War, this volume breaks new ground by considering the impact of the SDI on transatlantic relations in the 1980s. Based on newly available archival sources, this volume re-evaluates the responses of eight NATO member-state governments, as well as the Soviet leadership, to the SDI. In addition to looking at ‘top-down’ governmental reactions, the volume also explores the ‘bottom-up’ response to the SDI of civil society and peace activists on both sides of the Atlantic. Next the discussion turns to the representation of people of color in the <em>Star Wars</em> universe, and how other ethnicities are represented overall, particularly through the literalization of the word "aliens." I know because I not only witnessed it being ignored, but I participated in using the power of the Military Industrial Complex during my aerospace career.</p> <p>Reagan's Star Wars describes why and how the power of the Military Industrial Complex gave birth to the Strategic Defense Initiative known as Star Wars.<br /> *****<br /> By the early 1980's it was becoming clear that the USSR would fail. The major US Aerospace companies who were dependent on military spending were growing concerned that peace would be declared and the military budgets would be significantly decreased.</p> <p>They had to do something!</p> <p>Most of the major US Aerospace Companies maintained a study staff to assess military needs and likely budget actions; and, of course to try to influence such actions and budgets.</p> <p>I know the details of the Martin Marietta Aerospace Company's studies and the resulting pitches to the military, congress, NATO, and all affected agencies including the President because I was a corporate Vice President and well aware of our studies.</p> <p>I also had some awareness of such studies at Lockheed Aerospace Company because we had a close relationship with them. The two Companies eventually merged and is now Lockheed Martin Aerospace Company.</p> <p>Their studies viewed the sharp drops in military budgets at the end of military threats like World War II, the Korean War and Vietnam.</p> <p>They feared that peace would break out and the budgets would be significantly decreased, maybe even as severe as happened after World War II.</p> <p>President Carter had already dropped the budget to the lowest it had been in over 25 years.</p> <p>The US military budgets would certainly be decreased. What could the Aerospace Giants do to continue our enriched lifestyles?</p> <p>They reasoned that seeking funds for new weapons in a peace time or seeking funds to "patch" existing weapons would not result in the magnitude of budgets that they needed.</p> <p>They put a study together that showed the merits of pursuing a leap frog to the current weapons technology and jumping into technology of the future.</p> <p>They started preaching such a strategy to the US military, to Congress, to the President, NATO and any agency that would listen.</p> <p>The pitch got honed until it began to make sense.<br /> The Strategic Defense Initiative, later known as Star Wars, was about to be born.</p> <p>We honed our pitches first with the military staffs in the Pentagon, then the staffers of the key military committees in Congress. <p>This is a fascinating historic analysis of the fall of the Soviet Union and the end of the Cold War. The Cold War's end was sudden, unpredicted and the seminal event of the latter half of the twentieth century. Since the disintegration of the USSR, debate has centered on whom or what was responsible for the end of the conflict. Perhaps no issue is as controversial as the role the U.S. Strategic Defense Initiative (SDI) played in ending the Cold War. Today, there are three main schools of thought concerning SDI's impact on the end of the Cold War. The first sees the Strategic Defense Initiative as a primary factor in ending the conflict. Another argues the initiative extended the Cold War by creating one more hurdle to the negotiations between the two superpowers. A third school holds that while SDI had a positive impact on ending the Cold War, it was a secondary factor. The third school's position is best supported by the available evidence.</p> <p>All of the arguments stem from several key questions. The central issue concerns the question, What drove Gorbachev's decision to exit the Cold War? This thesis rephrases that question more narrowly: What were the primary influences that motivated Gorbachev to sign the Treaty Between the United States of America and the Union of Soviet Socialist Republics on the Elimination of Their Intermediate-Range and Shorter-Range Missiles, (INF Treaty) ー which arguably ended the conflict ー and to what degree were they instrumental in its signing? Additional questions that will be addressed include the following: Did either the Soviet Union's investment in developing countermeasures to the U.S. defense initiative or its own ballistic missile defense (BMD) system severely strain the Soviet economy? Did Soviet fear of losing a new arms race in light of their economic and technological backwardness, as compared to the West, push them to negotiate? This is the third in a series of three papers to examine the role of Congress in the development of the doctrinal and material strategic posture of the United States over the three decades of the 1960s, 1970s, and 1980s. This paper examines the role of the 97th through 102nd Congresses, covering the period 1980-1990, the last decade of the Cold War, and corresponding to the administration of President Ronald Reagan and the first part of the administration of President George H.W. Bush.</p> <p>As explained at length in the first paper, the role of Congress in building the U.S. strategic posture is underappreciated by both historians and policymakers. Congress is especially underestimated as regards its ability to influence the intellectual direction of the strategic posture by adopting and implementing theories and doctrines that guide development of strategic forces and plans for their employment. Yet the congressional record is a rich resource, not least for being unclassified and providing meticulous detail on debates and the thinking of the Congress, presidential administrations, and the armed services on the ideas and concerns that shaped the U.S. strategic posture. This resource is underutilized by historians of U.S. strategic policy. This paper is a modest attempt to illuminate and correct the record on the role of Congress in the making of the strategic posture. It is primarily an intellectual history on how the ideas and thinking prevalent in Congress affected plans and programs that became the material capabilities, and limitations, of the U.S. strategic posture. For this purpose, the paper shall draw heavily from the congressional record, letting the actors speak for themselves as much as possible, to demonstrate the richness of this resource, and because it is the best way to tell the story.</p> <p>First, contrary to views popularized by critics in Congress, the press, and academia, the strategic posture favored by the Reagan administration and its allies in Congressーthat included not only Republicans but also a number of Democratsーwas not a radical departure from that of the Carter administration with regard to offensive nuclear forces and their strategic rationale.
