Hooker had no intention of engaging in a "risky confrontation" with General Robert E. Lee and the Army of Northern Virginia.＜br /＞ Hooker's approach for planning his spring offensive would focus the Army of Potomac's efforts toward outmaneuvering Lee's Army of Northern Virginia. Hooker had put forth the idea of moving on Richmond and Lincoln advised him that his objective was Lee's army and not Richmond. Hooker does pursue Lee's army, as the main objective and not Richmond as the President had directed but the means that Hooker pursued to that end are misleading. Hooker entered what he considered the initial stage of his spring offensive at Chancellorsville thinking that he would first defeat Lee's army by maneuver. Prior to Chancellorsville, however, Hooker was already making preparations for driving to Richmond.＜br /＞ Hooker had intended to confront Lee with the dilemma of being threatened from all sides. Unfortunately, Hooker had failed to communicate his intentions for his army's movements of May 1, 1863 and confusion ran rampant among his subordinate commanders. Almost exclusively, Hooker developed the actual details of the plan himself. This flaw would result in numerous disconnects in Hooker's plan.＜br /＞ Hooker's plan would fail due to his own steadfast belief in the ability of his plan to force Lee to withdraw. In a campaign noted for the highly skilled maneuver conducted by General William Tecumseh Sherman, the effective employment of the cavalry was essential. The Union cavalry had the missions of providing security to the flanks of the army and protecting the supply lines by guarding the railroad and by striking against the Confederate cavalry. Later in the campaign, the Union leadership introduced the task of destroying Confederate railroads as a cavalry mission. The Union cavalry failed to perform these missions adequately.＜br /＞ First, this work investigates the tradition of the Union cavalry and the state of Sherman's cavalry at the beginning of the campaign. Secondly, an analysis of the cavalry operations breaks the use of cavalry into three phases and focuses on the various missions which were attempted. The Campaign is broken down into four phases: (1) the Confederate Fortification of Vicksburg. (2) Operations in the Bayous, (3) the Campaign of Maneuver, and (4) the Siege of Vicksburg. Each phase is examined in an engineer context to determine what type of Engineer Operations were conducted and whether they were critical to that phase and the Campaign overall. The final conclusions derived from this study are that Engineer Operations were critical to the success of the Campaign and without the engineering capability the Union Army, possessed.
