It was his duty, and the duty of every able-bodied Frenchman to protect France from the invading "Boch." Everyone said it would be a short war like the last one. He would be home by Christmas, or at least by the beginning of Lent, certainly by Easter.</p> <p>"A Frenchman's Duty" is a true story, chronicling Arthur's four and a half years of service in his own words, from his own hand-penned journal, transcribed; translated; annotated by a 30-year military veteran with context and the perspective of the last 100 years; and illustrated with nearly 50 vintage postcards and photographs.</p> <p>Arthur describes to readers his induction and training as a foot soldier in October, 1914, then his first introduction to battle. He gives a face to the personal side of a soldier's life, in and out of battle, something still relevant today.</p> <p>"A Frenchman's Duty," is Colonel (USAF, ret.) John Michael Dumoulin's eighth book. It is written around his grandfather's unpublished 200-page hand-written, literally war-torn war journal. Each chapter begins with an entry from Arthur's fresh and honest notes, followed by carefully-researched historic, geopolitical, social, and technological context.</p> <p>Of the 8 million French soldiers who fought in that war, 7 million spent time in combat, some in Russia and in Africa, but most along the Western Front where Arthur fought. Arthur survived the war, so this story isn't one of those where the hero dies a sad, sudden death at the very end of the book.</p> <p>Although Arthur's diary records the unimaginable horror in war, it is an uplifting read. The big wartime market for the Zippo resulted in a rise of imitations. After the war, through subsequent conflicts in Korea, Vietnam and elsewhere, thousands of such phoneys appeared in boot sales and swap meets across the world.</p> <p>Movie stars added sophistication and glamor when someone lit up a cigarette with a Zippo and the distinctive ‘clink-clop’ sound the lighter made when opened and closed was unmatchable. Legend has it that the great star Bette Davis was once asked by an interviewer if she smoked after sex. Her supposed response: “To tell you the truth, I’ve never looked.”</p> <p>In later years- and a dark medical reality- the cigarette began losing its allure, but in wartime the soldier, sailor, marine and airman was frequently nervous in the service and found solace and a brief time-out-of-war in the relaxation of a quick smoke. Zippo was ready in such moments. Her desire for vengeance puts the crew at risk, and the crew's captain begins to question their ability to take on the formidable force of the empire.<br /> "Brain Scramble" is a loose interpretation of a traumatic experience during the Iraq war. Following an IED explosion and enemy attack, "Mac" must exfiltrate with a wounded Marine on his back while suffering from the effects of a concussion. The enemy pushes the attack, and the Marines have to fight their way to safety.<br /> "The Beach" is a short Historical Fiction story about "Will", a Private serving in the United States Army during the Normandy Invasion. As his landing vehicle hits the beach, Will is thrown from the craft and into the water, where he is pulled down under the red waves. Will must struggle to shore and fight his way up the beach, or he will be cut down by the enemy like so many of his brothers in arms.<br /> The final story, "Buried", is from the perspective of a fourteen-year-old Combat Engineer serving in the trenches of France during World War I. The young engineer works as a tunneler, and when an enemy artillery shell detonates nearby his posting, a wall of debris and dirt entombs the young man and his comrades. <p>Money laundering schemes are constantly evolving, which requires public authorities to constantly up-date their knowledge and implement state-of-the-art measures to combat corruption. The monograph demonstrates how the Ukraine can improve its implementation of FATF recommendations to fight money laundering and corruption and how it can better organize the mechanisms of state regulation and the monitoring of financial activities. This monograph offers a new approach to implementing an anti-corruption strategy in Ukraine and suggests how the fight against corruption within government can be streamlined using modern methods and a risk-based approach. Drawing on the experience of EU countries through a comparative analysis of the rules and procedures for structuring public administration policy, this work proposes developing recommendations to strengthen the Ukrainian anti-money laundering and corruption policy. Corruption remains a widespread problem at various levels within Ukrainian public administration and it has significantly weakened public confidence in government and in the judicial system. In an international comparison of corruption in 180 countries, Ukraine ranks 130th, making it one of the most corrupt countries in the world. At the same time, Ukraine has an AML/CTF legal administrative framework in place that largely meets the current formal requirements of the FATF. The Ukraine has implemented AML and anti-corruption measures under the Council of Europe's Moneyval monitoring mechanism. In addition, Moneyval has been an associate member of the FATF since 2006. The National Bank of Ukraine (NBU) practices risk-based banking supervision and has made significant progress in creating transparency regarding the beneficial ownership of banks. In recent years, Ukraine has consistently removed criminal owners from the banking sector and established an efficient sanction regime in response to breaches of legal obligations, including the withdrawal of banking licenses. Furthermore, the establishment of a unified state register for beneficial ownership allows authorities to identify banking clients. In terms of mutual legal assistance on money laundering and corruption, the Ukraine has also made significant progress. Ultimately, the Ukrainian AML/CTF framework has been refined significantly in recent years. Today, there is a clear understanding of money laundering and terrorist financing risks in Ukraine both at the administrative level and at the level of the supervisory authorities. As a result, far-reaching legislation has been established. Nevertheless, this development cannot hide the fact that money laundering via shell companies is still part of everyday life in Ukraine. The Ukrainian criminal justice system continues to be heavily influenced by corruption and has failed to effectively combat it. Ukrainian cross-border prosecution of money laundering offences, in particular the confiscation of proceeds of crime in other countries, is ineffective due to a lack of experience and the absence of legislation spelling out direct areas of responsibility and formal procedures.
