<p>Few issues concern the American public today more than health care. Just ask anyone who has sat for hours in an HMO waiting room or made countless phone calls trying to have a claim settledーor anyone who can’t get coverage. But whenever basic reform is proposed the insurance industry opens a massive campaign against it.</p> <p>Health care today is part of big business, which in defeating the Clinton plan successfully pushed any kind of basic reform off the political agenda. Continuing citizen support for some form of public insurance is, says Milton Fisk, a sign that basic reform is still possible. In his book, he argues persuasively that basic reform goes beyond a matter of life and deathーit’s integral to maintaining a society where concern for others holds its own against the market.</p> <p>Health care, observes Fisk, is not simply an individual responsibility but a public good much like education, and commitment to the social values underlying these public goods is essential to any just society. A healthy society as a value worth pursuing becomes an empty slogan when the poor get inferior health care, when workplaces are dangerous to health, and when a focus on medical treatment leaves out our bodies’ environment.</p> <p>Taking in the broad sweep of social policy in the last half-century, Fisk describes the shift from welfare toward competitiveness as a key factor in the rise of corporate care in the United States. He analyzes the failure of the Clinton health care plan in detail and shows that its commitment to corporate health care was at odds with its reforming intent. He then argues that without national health insurance, needless obstacles will stand in the way of a healthy society. Ideally, the public fund behind this insurance would be derived from a progressive income tax.</p> <p>Skillfully blending philosophy, economics, and public policy, Fisk’s book breaks new ground in political morality and raises important questions about the way people's needs for health care are being defined to satisfy corporate priorities. Quinn spent twenty years working in Uganda and uses its particular case as a lens through which she examines the failure of deeply divided societies to acknowledge the past. Grant captured Fort Henry and Fort Donelson in early 1862, Confederate General Albert Sidney Johnston, widely considered the Confederacy’s best general, concentrated his forces in northern Georgia and prepared for a major offensive that culminated with the biggest battle of the war to that point, the Battle of Shiloh. On the morning of April 6, Johnston directed an all out attack on Grant’s army around Shiloh Church, and though Grant’s men had been encamped there, they had failed to create defensive fortifications or earthworks. The delay caused by his death, and the transfer of command to subordinate P.G.T. Beauregard, bought the Union defenders critical time on April 6, and the following day Grant’s reinforced army struck back and pushed the Confederate army off the field.</p> <p>The Battle of Shiloh lasted two days, but the battle over the battle had just begun. Grant’s army had just won the biggest battle in the history of North America, with nearly 24,000 combined casualties among the Union and Confederate forces. Usually the winner of a major battle is hailed as a hero, but Grant was hardly a winner at Shiloh. The Battle of Shiloh took place before costlier battles at places like Antietam and Gettysburg, so the extent of the casualties at Shiloh shocked the nation. Moreover, at Shiloh the casualties were viewed as needless; Grant was pilloried for allowing the Confederates to take his forces by surprise, as well as the failure to build defensive earthworks and fortifications, which nearly resulted in a rout of his army. Speculation again arose that Grant had a drinking problem, and some even assumed he was drunk during the battle.
