<p>This book presents a critical review of the ethics of conservation-related resettlement. We examine what has become known as the” parks versus people” debate, also known as the “new conservation debate,” which has pitted indigenous and other local people against nation states and social scientists against ecologists and conservationists for the past several decades. Aiming to promote biodiversity conservation and habitat preservation, some biologists, park planners, and conservation organizations have recommended that indigenous and other people should be removed from protected areas.</p> <p>Local people, for their part, have argued that residents of the areas that were turned into protected areas, national parks, game reserves and monuments had managed them in productive ways for generations and that they should have the right to remain there and to use natural resources as long as they do so sustainably. This position is often supported by indigenous rights organizations and social scientists, especially anthropologists. There are also some conservation-oriented NGOs that have policies involving a more human rights-oriented approach aimed at poverty alleviation, sustainable development, and social justice.</p> <p>The book discusses biodiversity conservation, indigenous peoples (those who are ethnic minorities and who are often marginalized politically), and protected areas, those categories of land set aside by nation-states that have various kinds of rules about land use and residence.</p> <p>The focus initially is on case studies from protected areas in the United States including Yellowstone National Park, Yosemite National Park, and Glacier National Park and on national monuments and historical parks where resettlement took place. We then consider issues of coercive conservation in southern Africa, including Hwange National Park (Zimbabwe), the Central Kalahari Game Reserve (Botswana), Etosha National Park, and Bwabwata National Park (Namibia), andKgalagadi Transfrontier Park (South Africa and Botswana). All of these cases involved involuntary resettlement at the hands of the governments.</p> <p>In the book we consider some of the social impacts of conservation-forced resettlement (CfR), many of which tend to be negative. After that, we assess some of the strategies employed by indigenous peoples in their efforts to recover rights of access to protected areas and the cultural and natural resources that they contain. Examples are drawn from cases in Asia, Africa, and South America. Ilaria L. E. Ramelli argues that this depends on a link not only between asceticism and renunciation, but also between asceticism and justice, at least in ancient and late antique philosophical asceticism. Ramelli provides a careful investigation through all of Ancient Philosophy (not only Aristotle and the Stoics, but also the Sophists, Socrates, Plato, the Neoplatonists, and much more), Ancient to Rabbinic Judaism, Hellenistic Jewish ascetic groups such as the Essenes and the Therapeutae, all of the New Testament, with special focus on Paul and Jesus, and Greek, Latin, and Syriac Patristic, from Clement and Origen to the Cappadocians, from John Chrysostom to Theodoret to Byzantine monastics, from Ambrose to Augustine, from Bardaisan to Aphrahat, without neglecting the Christianized Sentences of Sextus. <p>In perusing the following pages, it will I hope be believed, that they were not originally written with any view to publication: circumstances have since occurred, which induce me to alter my first intention, and to submit them to a more enlarged circle, than that of a few intimate friends, to whose eye alone I had once thought of presenting them. In committing my First Impressions to so fearful an ordeal as the opinion of the Public, I feel oppressed by a sense of their various imperfections, and by the conviction of their trifling value as a work of the sort; yet I still flatter myself they will be received with forbearance. I had much amusement in attempting this little sketch, and I most sincerely entreat that it may be considered as what it is, a sketch only. My friends will not, and readers in general must not, look for fine writing from the pen of such a novice as myself; nor ought they to expect me (labouring under the twofold disadvantage of sex and inexperience) to narrate with the accuracy and precision of a regular tourist, the history (natural, moral, political, literary and commercial) of all the places we visited: still less, that (in compliment to the lovers of the gastronomic art) I should undertake to give the bill of fare of every table d'h?te or traiteur that we met with in our progress. Among the many fears which assail me, there is one that recurs to my mind with more pertinacity than the rest: that I may be taxed with having bestowed too warm and glowing a colouring upon some objects of natural beauty and sublimity. Formerly, indeed, I believe I was in danger of leaning towards romance in describing scenes which had particularly impressed my imagination or interested my feelings, and of attempting to imitate, with too rash and unadvised a pencil, the fervour of a Mrs. Radcliffe, although to catch the peculiar charm and spirit of her style I felt to be (for me) impossible. But notwithstanding that I still remember with complacence the time when the vivid imagination of very early youth procured me the enjoyment of a thousand bright and lovely illusions, and cast a sort of fairy splendour over existence which was certainly more bewitching than many realities that I have since met with, I at present feel (as better becomes me) more inclined to worship at the sober shrine of reason and judgment. This, it will be easily conceived, was likely to render my Tour a more faithful picture, than if it had been undertaken some years ago, and I can safely affirm, that I commenced it with a determination to observe all things without prejudice of any sort, not even that of nationality; for prejudice is still the same irrational and unworthy feeling, in every shape and under every name. But where did this type of politics come from?</p> <p>Historian and practicing barrister Catherine Arnold locates the religious origins of humanitarian politics in early eighteenth?century Britain and Europe. In the late seventeenth century, British politicians argued for “confessional intervention”ーin other words, for interventions to protect Britain’s fellow Protestants in continental Europe. By the 1740s, however, a cadre of high?ranking British officials was advocating instead for a new form of “humanitarian intervention,” using natural law?inflected language to justify its claims. Between 1690 and 1745, British officials intervened diplomatically to protect not only Protestants in France, northwestern Italy, and the Holy Roman Empire, but also Jewish fugitives from Portugal, Catholic dissidents in France, and Jewish refugees in Bohemia.</p> <p>Arnold shows that this new type of intervention was intended to stop states from torturing, imprisoning, or expelling their subjects and was justified with humanitarian arguments.
