<p>This United States Marine Corps manual, Marine Corps Doctrinal Publication MCDP 6 Command and Control April 2018, describes a theory and philosophy of command and control for the U.S. Marine Corps. Put very simply, the intent is to describe how we can reach effective military decisions and implement effective military actions faster than an adversary in any conflict setting on any scale. In so doing, this publication provides a framework for all Marines for the development and exercise of effective command and control in peace, in crisis, or in war. This publication represents a firm commitment by the Marine Corps to a bold, even fundamental shift in the way we will view and deal with the dynamic challenges of command and control in the information age.</p> <p>The Marine Corps’ view of command and control is based on our common understanding of the nature of war and on our warfighting philosophy, as described in Fleet Marine Force Manual 1, Warfighting (to be superseded by Marine Corps Doctrinal Publication 1, Warfighting). It takes into account both the timeless features of war as we understand them and the implications of the ongoing information explosion that is a consequence of modern technology. Since war is fundamentally a clash between independent, hostile wills, our doctrine for command and control accounts for animate enemies actively interfering with our plans and actions to further their own aims. Since we recognize the turbulent nature of war, our doctrine provides for fast, flexible, and decisive action in a complex environment characterized by friction, uncertainty, fluidity, and rapid change. Since we recognize that equipment is but a means to an end and not the end itself, our doctrine is independent of any particular technology. Taking a broad view that accounts first for the human factors central in war, this doctrine provides a proper framework for designing, appraising, and deploying hardware as well as other components of command and control support.</p> <p>This doctrinal publication applies across the full range of military actions from humanitarian assistance on one extreme to general war on the other. It applies equally to small-unit leaders and senior commanders. Moreover, since any activity not directly a part of warfighting is part of the preparation for war, this doctrinal publication is meant to apply also to the conduct of peacetime activities in garrison as well as in the field.</p> <p>This publication provides the authority for the subsequent development of command and control doctrine, education, training, equipment, facilities, procedures, and organization. This doctrinal publication provides no specific techniques or procedures for command and control; rather, it provides broad guidance which requires judgment in application. Other publications in the command and control series will provide specific tactics, techniques, and procedures for performing various tasks. MCDP 5, Planning, discusses the planning side of command and control more specifically.</p> <p>“Operation VERBAL IMAGE,” the short story with which this publication begins, offers a word picture of command and control in action (done well and done poorly) and illustrates various key points that appear in the text. It can be read separately or in conjunction with the rest of the text. Chapter 1 works from the assumption that, in order to develop an effective philosophy of command and control, we must first come to a realistic appreciation for the nature of the process and its related problems and opportunities. Based on this understanding, chapter 2 discusses theories of command and control, looking at the subject from various aspects, such as leadership, information management, and decisionmaking. The five chapters of ADP 3-90 focus on the tactics used to employ available means to prevail during large-scale ground combat (in the offense and the defense), and they constitute the Army’s collective view of how it conducts prompt and sustained tactical offensive and defensive operations on land. All tactics require judgment in application. This publication is not prescriptive, but it is authoritative. ADP 3-90 standardizes the lexicon commanders’ use to describe the conduct of offensive, defensive, and supporting enabling operations. <p>This manual, Army Doctrine Publication ADP 3-0 Operations July 2019, constitutes the Army’s view of how to conduct prompt and sustained operations across multiple domains, and it sets the foundation for developing other principles, tactics, techniques, and procedures detailed in subordinate doctrine publications. It articulates the Army’s operational doctrine for unified land operations. ADP 3-0 accounts for the uncertainty of operations and recognizes that a military operation is a human undertaking. Additionally, this publication is the foundation for training and Army education system curricula related to unified land operations.</p> <p>The principal audience for ADP 3-0 is all members of the profession of arms. Commanders and staffs of Army headquarters serving as joint task force (JTF) or multinational headquarters should also refer to applicable joint or multinational doctrine concerning the range of military operations and joint or multinational forces. Trainers and educators throughout the Army will use this publication as well.</p> <p>ADP 3-0 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. Terms for which ADP 3-0 is the proponent publication (the authority) are marked with an asterisk (*) in the glossary. Definitions for which ADP 3-0 is the proponent publication are boldfaced in the text. For other definitions shown in the text, the term is italicized and the number of the proponent publication follows the definition.</p> <p>ADP 3-0 applies to the Active Army, Army National Guard/Army National Guard of the United States, and United States Army Reserve unless otherwise stated.</p> <p>ADP 3-0 contains five chapters and one appendix:</p> <p>Chapter 1 defines military operations, in context, for the Army. It describes the variables that shape the nature of an operational environment and affect outcomes. It provides explanation of unified action and joint operations as well as land operations and the Army’s four strategic roles. Finally, it discusses the importance of training to gain skill in land warfare.</p> <p>Chapter 2 is a discussion on the application of operational art. It details how commanders should consider defeat and stability mechanisms when developing an operational approach. It presents the elements of operational art and describes their meaning.</p> <p>Chapter 3 addresses the Army’s operational concept of unified land operations. It describes how commanders will likely apply landpower as part of unified action to defeat enemy forces on land and establish conditions that accomplish the joint force commander’s (JFC’s) objectives. Chapter 3 defines the principles and tenets of unified land operations.</p> <p>Chapter 4 provides the operations structure commanders use to array forces and conduct operations. It also includes the operational framework used in the conduct of unified land operations.</p> <p>Chapter 5 defines combat power. It discusses the elements of combat power and describes the six warfighting functions used to generate combat power. Lastly, it discusses how Army forces organize combat power through force tailoring, task organization, and mutual support.</p> <p>Appendix A addresses command and support relationships. It describes these as the basis for unity of command and unity of effort in operations. It details how command relationships and authorities affect Army force generation, force tailoring, and task organization. It is based on lessons learned in current operations and training, from adaptive enemies, and after changes in force structure, technology, and social values. This publication provides the basic information necessary to understand Army doctrine and the ways it changes. It clarifies why various constructs exist and how they all fit together. It is a guide for professionals about the language of the profession.</p> <p>Starting with Baron von Steuben’s Regulations for the Order and Discipline of the Troops of the United States, doctrine in various forms has guided the Army through peacetime and war. Lessons learned from world wars and other operations shaped and codified how Army forces operated. (Army forces refers to Army organizations whose role is to conduct operations in the field. The Army refers to the Army as an institution.) In the early 1900s, Army doctrine consisted of fewer than 40 field service regulations and drill manuals. Gradually, doctrine grew to over 500 field manuals. Although they provided tactics and procedures, these publications lacked a clear hierarchy that served to both categorize and prioritize information. Leaders sometimes struggled to determine what was truly important for all professionals and what was important only to a branch or functional area. Additionally, as doctrine evolved, it saw a prolific growth of terms and expressions used. This growth sometimes obscured the relationship of terms and expressions such that Soldiers and their leaders did not clearly understand them.</p> <p>The Army transition required a re-examination of Army doctrine. This transition moved the Army’s focus more on readiness for large-scale combat against peer threats since 2015 and the 2018 National Defense Strategy, which had been heavily influenced by operations of the past 20 years. The 2017 version of FM 3-0 subsequently drove revisions to doctrine across all warfighting functions to ensure doctrinal publications adequately addressed both large-scale ground combat operations and those elements of the multi-domain operations future concept that could be implemented with the Army’s currently fielded capabilities. As part of the effort, the Army decided to combine Army doctrine publications (known as ADPs) with their associated Army doctrine reference publications (known as ADRPs) to reduce redundancy. The Army continues to revise field manuals (known as FMs) and Army techniques publications (known as ATPs), as appropriate. These revisions make publications relevant to near-term operational environments and ensure Army doctrine is balanced to support Army forces conducting operations across the competition continuum and the range of military operations.</p> <p>Leaders and Soldiers must understand what Army doctrine is, what its purpose is, how it is organized, and why its information is important. The precursor to this understanding is a definitive text on the why of Army doctrineーa doctrine primer. In the same way that operations transition from one phase to the next, deception plans integrated into each phase and through each transition will strengthen the ability of commanders to retain initiative throughout the operation. Successfully planned deceptions give commanders the ability to act faster than the enemy can make decisions, creating positions of relative advantage.</p> <p>Deception, as part of a broader strategy, is present in military case studies. While deception has its roots in the earliest military strategies, the modern day practical study of deception relies largely on case studies from World War I to present day. The availability of actual participants for interviews combined with detailed after action review reporting provides an in-depth understanding of deception tactics and techniques.</p> <p>Deception can play a pivotal role in achieving the commander’s objectives and significantly reduce risk. Deception can conceal, protect, reinforce, amplify, minimize, distort, or otherwise misrepresent friendly technical and operational capabilities, intentions, operations, and associated activities. FM 3-07 presents overarching doctrinal guidance and direction for conducting stability operations, setting the foundation for developing other fundamentals and tactics, techniques, and procedures detailed in subordinate field manuals. It also provides operational guidance for commanders and trainers at all echelons and forms the foundation for Army Training System curricula.</p> <p>The six chapters that make up this edition of Stability Operations constitute the Army’s approach to the conduct of full spectrum operations in any environment across the spectrum of conflict. This doctrine focuses on achieving unity of effort through a comprehensive approach to stability operations, but remains consistent with, and supports the execution of, a broader “whole of government” approach as defined by the United States Government (USG). The core of this doctrine includes the following:<br /> ? + Chapter 1 is rescinded.<br /> ? + Chapter 2 is rescinded.<br /> ? Chapter 3 addresses the essential stability tasks that comprise military stability operations. It provides a detailed discussion of each of the five primary stability tasks, and describes the subordinate tasks that constitute the range of activities in stability operations. It includes doctrine that describes the role of civil affairs forces in stability operations as the commander’s conduit for civil-military integration. Finally, it describes development of mission-essential and directed task list development to support stability operations.<br /> ? + Chapter 4 is rescinded.<br /> ? Chapter 5 addresses transitional military authority and provides doctrine concerning command responsibility, establishment, and organization of military government to support stability operations. It includes principles for establishing judicial structures to enable transitional military authority.<br /> ? Chapter 6 provides the doctrinal foundation for security sector reform, and introduces security force assistance as the capacity-building activity that encompasses organizing, training, equipping, rebuilding, and advising host-nation security forces. It also sets disarmament, demobilization, and reintegration as a fundamental element of security sector reform.</p> <p>Seven appendixes complement the body of the manual.</p> <p>Army doctrine is consistent and compatible with joint doctrine. FM 3-07 links stability operations doctrine to joint operations doctrine as expressed in joint doctrinal publications, specifically, Joint Publication (JP) 3-0 and JP 5-0. FM 3-07 expands on the fundamental principles of operations expressed in ADP 3-0 and links those principles to a comprehensive approach to stability operations within the framework of full spectrum operations. FM 3-07 also uses text and concepts developed in conjunction with North Atlantic Treaty Organization partners.</p> <p>The principal audience for FM 3-07 is the middle and senior leadership of the Army, officers in the rank of major and above, who command Army forces or serve on the staffs that support those commanders. It is just as applicable to the civilian leadership of the Army.
