Er bietet ?ber der H?lfte aller Haushalte qualitativ hochwertigen und bezahlbaren Wohnraum. Ein wesentliches Anliegen der Wohnungspolitik ist es deshalb, das Funktionieren dieses wichtigen Marktes dauerhaft zu garantieren. Zwar kann die H?he der Miete bei Abschluss des Mietverh?ltnisses grunds?tzlich frei vereinbart werden, doch hat der Staat die Rahmenbedingungen hinsichtlich der Mietpreisgestaltung in einer Reihe von Vorschriften festgelegt, um den Mieter vor allem im Zeitablauf bestehender Mietvertr?ge vor unangemessen hohen Entgelten zu sch?tzen und Mietpreise zu regulieren. Eine zentrale Rahmenbedingung hierf?r ist das Mietrecht, welches die Rechtsbeziehungen zwischen Mietern und Vermietern regelt und einen fairen Interessensausgleich schafft (BUNDESMINISTERIUM F?R VERKEHR, BAU- UND WOHNUNGSWESEN, 2002). Zentraler Bestandteil des Mietrechts ist das seit drei?ig Jahren bestehende Vergleichsmietensystem. Das im September 2001 in Kraft getretene Mietrechtsreformgesetz hatte zur Aufgabe, eben dieses in seiner Effizienz zu festigen, was durch die St?rkung der Rolle von Mietspiegeln geschah. Zus?tzlich zu dem bislang schon vorhandenen und bew?hrten einfachen Mietspiegel wurde der qualifizierte Mietspiegel eingef?hrt, welcher sich inzwischen zu einem anerkannten Instrument auf dem Wohnungsmarkt entwickelt hat (BUNDESMINISTERIUM F?R VERKEHR, BAU- UND WOHNUNGSWESEN, 2002). In 2013, almost a century later, William Hite, the city's superintendent, announced that Germantown High was one of thirty-seven schools slated for closure due to low academic achievement. How is it that the school, like so many others that serve low-income students of color, transformed in this way?＜/p＞ ＜p＞Erika M. Kitzmiller links the saga of a single high school to the history of its local community, its city, and the nation. Through a fresh, longitudinal examination that combines deep archival research and spatial analysis, Kitzmiller challenges conventional declension narratives that suggest American high schools have moved steadily from pillars of success to institutions of failures. Instead, this work demonstrates that educational inequality has been embedded in our nation's urban high schools since their founding. The book argues that urban schools were never funded adequately. Since the beginning of the twentieth century, urban school districts lacked the tax revenues needed to operate their schools. Rather than raising taxes, these school districts relied on private philanthropy from families and communities to subsidize a lack of government aid.
