＜p＞Masterarbeit aus dem Jahr 2013 im Fachbereich Politik - Internationale Politik - Thema: Europ?ische Union, Note: 1,5, FernUniversit?t Hagen, Veranstaltung: Governance, Sprache: Deutsch, Abstract: Seit Beginn der Finanz- und Verschuldungskrise in der EU w?chst der Druck auf die europ?ischen Institutionen, eine geeignete Strategie zur Krisenbew?ltigung zu entwickeln. Mit den finanziellen und wirtschaftlichen Schwierigkeiten einiger Eurol?nder und deren Abwertung durch internationale Ratingagenturen geriet zudem die Stabilit?t des Euro in Gefahr. Die EU reagierte mit der Aussch?ttung von Rettungshilfen an die Krisenl?nder und verfestigte diese durch die Gr?ndung der Rettungsfonds EFSM und ESM. Damit sollte die Stabilit?t des Euro sowie die Liquidit?t der Krisenl?nder gew?hrleistet werden. Mit den Hilfskrediten von EFSM und ESM verbunden ist die Verpflichtung zu Strukturanpassungsprogrammen innerhalb der L?nder, die Hilfen beantragen. Jedoch wuchs mit Verwirklichung dieser EU-Krisenpolitik und besonders mit Gr?ndung der dauerhaften Institution ESM der Unmut innerhalb der europ?ischen Bev?lkerung ?ber demokratische Defizite bei der Entscheidung ?ber stetig wachsende Rettungspakete und die sich stetig ausweitende Macht Br?sseler Institutionen ?ber finanzielle Entscheidungen innerhalb der Nationalstaaten. Besonders in L?ndern, denen die EU hohe ?ffentliche Einsparungen auferlegte, wurde offener Protest gegen die europ?ische Politik laut. Ebenso erfreuten sich antieurop?isch eingestellte Parteien und Verb?nde eines gro?en Zulaufs seitens der Bev?lkerung. Grund f?r diese Reaktionen war die augenscheinlich fehlende demokratische Legitimation des ESM, auf dessen Gr?ndung und Ausgestaltung die EU-B?rger keinen direkten Einfluss hatten - obwohl er durch Steuergelder finanziert wird. In Deutschland f?hrte die Ratifizierung des ESM sogar zu einer Klage vor dem Bundesverfassungsgericht. Das Gericht wies die Klage ab und gab damit den Weg f?r eine Ratifizierung frei, betonte jedoch erneut die haushaltspolitische Gesamtverantwortung des Deutschen Bundestags - und zwar auch in F?llen besonderen Handlungsdrucks. Doch die Anwendung von demokratischen Grunds?tzen und das Treffen von schnellen, effektiven Entscheidungen schlie?en sich scheinbar gegenseitig aus. Sind die demokratischen Institutionen und die empfundene 'Langsamkeit' ihrer Verfahren den heutigen finanzpolitischen Herausforderungen noch gewachsen?
